Yes, you may still use the green form, as long as they are the ones approved by Texas A&M University-Kingsville.

However, we recommend to use the ones on the website.

No, the state does not allow a cash advance on state issued credit cards.

Can I get reimbursed when I purchase an airline ticket with my personal credit card on a state account?    

No, the airline ticket should be purchased with the CBA Cardless account or your University issued credit card.
