I.��������� The meeting was held in the Blue Room of Sam Fore Hall.� The presiding chair Dr. Hector Estrada called the meeting to order at 2:50 p.m.� A motion was made to approve the minutes from the meeting of October 21, 2003.� The motion was seconded and approved unanimously.
II.����������� Standing Committee Reports:
����������� A.����������� Executive Committee
Dr. Estrada gave the report of the Executive Committee.� The most recent meeting of the Executive Committee was Nov. 10, 2003.
1.����������� The committee recommended approval of a Statement in support of changing terminology for professionals who serve on graduate committees who are not paid faculty at TAMUK.� A motion was made and seconded to approve the statement; the motion passed unanimously.
2.����������� Working through a Graduate Council subcommittee, the Executive Committee seeks to post graduate program admissions criteria, comprehensive examination policies, and graduation requirements for all of TAMUK�s graduate programs on the Graduate Studies Website.� Graduate Program Coordinators should ensure that the latest information is available for posting on the web.
3.����������� The Executive Committee proposed to the council that the Table of Contents of the Graduate Studies Catalog be rearranged.� A motion to table this proposal until the next regular meeting of the council was made, seconded, and passed unanimously.
4.����������� The Executive Committee brought to the council for discussion a suggestion that Graduate Program Coordinators receive reassigned time in recognition of the increased workload that comes with the assignment.� The suggestion was referred back to committee.
����������� B.����������� Curriculum Committee
Dr. Marshall reported that the Curriculum Committee recommended approval of four curriculum proposals:

����������� ����������� EDED-03-G-02����������� Pedagogical Methods in the High School Classroom
����������� ����������� EDED-03-G-03����������� Alternative Certification Teaching Internship
����������� ����������� EDED-03-G-04 Novice Teacher Induction Seminar
The proposed courses would enable TAMUK to offer the Alternative Certification Program to students already holding a Baccalaureate degree.� A motion was made to approve the four proposals.� The motion was seconded and passed unanimously.

III.������ Dean�s Report
A.������� An all-day workshop for graduate teaching assistants is being planned by the Center for Teaching Effectiveness for January 8, 2004.� Please call Dr. Jackie Thomas (x2579) for details.
B.�������� In both Plan II and Plan III, the graduate research project will be placed in the student�s file in the major department (Ref. Page 79-80 of the 2002-2004 Graduate Catalog).
����������� Note:� It is highly recommended that the Research Project Supervisor always retain a copy of the student�s graduate research project and sees that an additional copy is filed in the major department files.� Instances have come up where the Research Project Supervisor has had need to verify that a graduate research project has been brought to completion.
����������� In the case of a Plan I Thesis, a copy of the Thesis is automatically filed with the Thesis Supervisor, the major department, and the Jernigan Library.� In this case, a copy of a Thesis is easily accessible.
C.�������� Research Project advisors should remind students to read and follow the thesis manual in preparation of their project reports and theses.� The thesis manual is available both on-line at the Graduate Studies Website at http://www.tamuk.edu/grad/ThesisManual.pdf and in the campus bookstore.
IV.������ Student Representatives
A.������� Representative Mathews brought to the council a proposal signed by 113 graduate students to extend the weekend hours for Jernigan Library and McNeil Lab.� A motion to support the students� proposal was made and seconded, and passed unanimously.
B.�������� Representative McWithey brought to the council�s attention that Doctoral ED Leadership students at the Palo Alto campus often can�t access their TTVN classroom on Saturday mornings.� A motion was made to ask the Provost to take remedial action.� The motion was seconded and passed unanimously.

VII.����� A motion was made to adjourn the meeting at 3:55 pm.� The motion was seconded and passed.� The next meeting of the Graduate Council is scheduled for Tuesday, January 20, 2004.
