The Border County Waiver, also known as Programa de Asistencia Estudiantil (PASE), allows Mexican National students, who qualify, to pay tuition as if they were a Texas resident. There is no cost associated with the application process.

When submitting completed applications, be sure to attach the requested supporting documentation. We are unable to process incomplete applications.
Students may submit the PASE application and Texas Application for State Financial Aid with supporting documentation to the Office of Student Financial Aid in the following manner:

*If you choose to mail in the original application, please be sure to keep copies of ALL documents submitted for your records.
Once applications are reviewed and processed, students will receive an e-mail notification letting them know the decision, or to request further information, if necessary. Please allow at least 3-4 weeks for processing.
