About the Student Services Fee Proposal Process

Proposals for funding request from the Student Services Fee Advisory Committee are due in the Office of Student Activities by 5:00 p.m., Wednesday, December 20, 2006. University departments should also send a copy of the proposal to the respective college dean or division administrator.

If you or your organization plans to request funds for the 2007-2008 year, you must complete a Proposal Cover Sheet and attach your Student Services Fee Proposal. Forms are attached.

In your proposal, it is critical to:

  1. Explain exactly what the funds will be used for and who is the targeted audience;
  2. Relate the activity or program to the mission and goals of the Division of Student Affairs;
  3. Provide documentation and data to support the program; and
  4. Include assessment measures and student learning outcomes.

In other words, we will be looking at what you want to do, why you want to do it, whom you plan to do it for, and what results were (or will be) achieved. If your proposal is a continuing program that has been funded in the past, we will look closely at program improvements and evaluation results from prior years.

Please limit your proposal to ten (10) pages, including supporting documents. It would be very helpful to have a brief abstract of the proposal at the beginning of your narrative. Also, please include itemization on planned expenditures (i.e. rather than list "student travel." List expenses by number of students, airfare, hotel, meals, etc.) For consistency and accountability purposes, it is strongly recommended university departments consult with their college dean or division administrator prior to submitting a proposal.

Guidelines for Eligibility

According to the Texas Higher Education Code, Title 3, 54.503, "student services" are those activities which are separate and apart from the regularly scheduled academic functions of the institution and directly involve or benefit students. With this in mind, the following guidelines are suggested when making decisions about funding from Student Service Fees.

  1. The activity of program directly involves of benefits TAMUK students.
  2. Intercollegiate programs should be assisted and supported.
  3. The primary function or activity should focus on service or services to students other than or in addition to, academic.
  4. Student clubs or organizations benefit through student services fees through SOFC (Student Organization Funding Committee) and therefore should not receive direct funding from Student Services Fees.
  5. Proposals for activities or programs that have been funded must include a budget summary report generated by the business office. This report will provide information as to how funds have been spent to date.
  6. Late proposals will not be considered unless there are very extenuating circumstances and the Office of Student Activities is notified in advance.
  7. Student Organization at TAMUK must be registered and all financial accounts must be kept with the TAMUK Business Office, not in banks or credit unions. Any group and/or student organization receiving funds from student service fees must keep all financial accounts in the TAMUK Business Office. Off-campus accounts in banks or credit unions will be permitted only under special circumstances. Request for exceptions must be made in writing to the Assistant Vice President for Finance.

Proposals submitted for funding must briefly address how the activity or program addresses the Student Affairs Mission, Vision, Goals, & Core Values.
